  3. people. The first was issued by Benedict XIV
  4. in 1740, but encyclicals became common only
  5. in the 19th century. They may be doctrinal
  6. (condemning errors), exhortative
  7. (recommending devotional activities), or
  8. commemorative. Recent encyclicals include
  9. Pacem in terris (Pope John XXIII, 1963),
  10. Sacerdotalis celibatus (on the celibacy of
  11. the clergy, Pope Paul VI, 1967), and Humanae
  12. vitae (Pope Paul VI, 1967, on methods of
  13. contraception).
